"Chief Executive" magazine's current survey of 550 key executives place Florida number three on the list of 50 states as the most favorable business climate. This is likely encouraging news for Rick Scott who has vowed to make Florida number one. Florida moved up from 6th place last year.
Texas and North Carolina remain number one and two, respectively.
The last place states jockeyed for position but saw little change. New York was still 49th and California, 50th. Not surprisingly, Illinois dropped to number 48 from 45th. Most of the other bottom states stayed the same or moved up or down a position. West Virginia was the biggest downward mover, going from 34 to 42.
Taxes, schools, housing, and other factors enter into the ratings.
