How many chiefs do we need?

The Constitution of the United States provides for the President as the chief executive. It does not specifically create or address a cabinet. That was created right off by George Washington and it has been added onto ever since.

They have specific limited authority, but in their own realm cabinet secretaries are chiefs of their domain - reporting only to the President - not to the people or Congress.

The we have heads of various agencies and bureaus - some reporting to the President, some to cabinet heads.

Of late we have an energy "csar" (or is it "czar"?). Now there's talk of a car csar? How many more chiefs and high level positions do we need? And how can we have a President and csars at the same time?

Can't we just get some work done?
